THE BIBLICAL VIEW OF "SAVED, SANCTIFIED AND BAPTIZED (FILLED) WITH THE HOLY SPIRIT"
When you hear someone say that they are Saved, Sanctified and Filled or Baptized with the Holy Spirit, don't get confused.

In this phrase, the word "Sanctified" (which means set apart from sin and set apart to God and also to be made holy) is in reference to Entire Sanctification or being cleansed wholly from all sin, committed sin and Inherent Sin (the Old Man, the Carnal Mind, Double Mindedness) often referred to as Sinful Nature.

There is a cleansing (sanctification, setting apart, being made holy) that takes place at our conversion, our New Birth, our Justification.

Initial Sanctification cleanses the believer from his sins and sinning, delivers him from bondage to Satan, removes the guilt of his past. Even though the believer receives Divine Nature from the quickening Holy Spirit, God does not remove the Carnal (Sinful, Adamic) Nature.

Remember, our salvation forgives us of our sins. Since the sinful nature is not something that resulted from our own rebellion, we cannot be forgiven of our inherited, inherent sinful nature. God does have deliverance from the Carnal mind, but it is something that we ask God to do, as we become aware that our inner battle is the Old Man with the New Man. Don't confuse the Sinful Nature (the nature to sin) with the Human Nature (the nature to be human).

Adam was created with a Human Nature, but not with a Sinful Nature. Adam's Sinful Nature was the twisted, self orientation that resulted from his disobedience to God. Adam then passed on his likeness (human and sinful) to all of his descendants.

Remember too, Jesus was Human, He had Human Nature, but Jesus was without sin, since He was not a child of Adam. This indicates the importance of the Virgin Birth.

After our conversion we begin to realize that there is an attitude of self and selfishness, a tendency to turn from God and turn to sin. This is the Old Man. The Old Man cannot be brought under control and God does not want our New Man, our imparted Divine Nature, to coexist with the inner pollution. We were born with our Sinful Nature. We did not do anything to produce our Sinful Nature, therefore we cannot be forgiven of our sinful nature. We must be delivered from it.

This is God's plan through spiritual death to self and the infilling of the Holy Spirit. The Bible tells us that we are are purified by the blood of Christ, by the power of the Holy Spirit and by the washing of the word of God. This is what happened to the believers on the Day of Pentecost. After days of seeking God and submitting to His Spirit, the believers were filled with the Holy Spirit and as a result their hearts were purified.
Acts 15:7-9
7 And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.
8 And God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as he did unto us;
9 And put no difference between us and them, purifying their hearts by faith.

The approach of a Christian to Entire Sanctification is through faithful and godly living. Notice the discipline of the believer, who is then directed to be Entirely Sanctified.
1 Thessalonians 5:15-24
15 See that none render evil for evil unto any man; but ever follow that which is good, both among yourselves, and to all men.
16 Rejoice evermore.
17 Pray without ceasing.
18 In every thing give thanks: for this is the will of God in Christ Jesus concerning you.
19 Quench not the Spirit.
20 Despise not prophesyings.
21 Prove all things; hold fast that which is good.
22 Abstain from all appearance of evil.
23 And the very God of peace sanctify you wholly; and I pray God your whole spirit and soul and body be preserved blameless unto the coming of our Lord Jesus Christ.
24 Faithful is he that calleth you, who also will do it.

Also notice that the Sanctification of the believer is Entire (body, soul and spirit), and this passage, in the Greek, indicates that it is an instantaneous, crises, Divine work of God. Finally notice, God calls us to be Entirely Sanctified and then He Entirely Sanctifies us.

You can't be Sanctified Entirely (have a pure heart) without the fullness of the Holy Spirit and you can't have the fullness of the Holy Spirit without being Sanctified Entirely. They go together.

Salvation is the beginning of a right relationship with God. When you are Saved, you are also Sanctified, in the sense that you are cleansed from your past sins and you are set apart from sinning and you are set apart unto God. You still have a Sinful Nature (Carnal Nature), from which God is willing and able to deliver you as a believer, but you must recognize your need to be made holy and you must recognize God's willingness and ability to make you pure, holy, righteous. You must also recognize that God Entirely Sanctifies us through the fullness of the Holy Spirit.

Since it is a work of God's salvation, it comes to us through faith and it comes to us through surrender. This is why full surrender must be joined to total confidence in His full salvation.

The fullness of the Holy Spirit comes through the Baptism of (with or in) the Holy Spirit. The fullness of the Holy Spirit cleanses from all sin and purifies our hearts, even as Christ is pure. According to Acts 15:9 this is the proof, the evidence, the sign that we have been Baptized with the Holy Spirit.

It is the Holy Spirit Who makes us holy. The filling of the Holy Spirit flushes out, burns out the Old Man. We can't be filled with the Holy Spirit without being purified from the Carnal Mind. The fullness of the Holy Spirit and the purification of our heart are coexistent. The fullness of the Holy Spirit Baptism purifies us. There is no heart purity without the fullness of the Holy Spirit, which comes when we are Baptized (filled) with the Holy Spirit. Initially, Entire Sanctification (heart purity) comes with the Baptism with Holy Spirit and the sanctified life continues as long as we walk in the Holy Spirit.

There is one initial filling of the Holy Spirit at the time of our Entire Sanctification, but there are many anointings or fillings or manifestations of the Holy Spirit as we walk with Him.

Though it is accurate to say, "Saved, Sanctified and Baptized with the Holy Spirit," it can mislead people to believe that the Baptism with the Holy Spirit is separate from our heart being purified. In fact, such phraseology tends to make heart purity anticlimactic and less effectual than a supposed subsequent Baptism with the Holy Spirit.

There is no Purity of the heart without the Baptism and fullness of the Holy Spirit and there is no Baptism and fullness of the Holy Spirit without Heart Purity.

After addressing the order and importance of the gifts of the Spirit, of which the gift of speaking in tongues (other human languages) and interpretation of tongues, ranks at the bottom of the list, and after pointing out that not all believers speak in tongues, since there is no gift of the Spirit which is common to all believers, Paul clearly said that there is a way that is more perfect than the gifts of the Spirit, and that way is pure, perfect, Godlike love (agape).
1 Corinthians 12:28-31
28 And God hath set some in the church, first apostles, secondarily prophets, thirdly teachers, after that miracles, then gifts of healings, helps, governments, diversities of tongues.
29 Are all apostles? are all prophets? are all teachers? are all workers of miracles?
30 Have all the gifts of healing? do all speak with tongues? do all interpret?
31 But covet earnestly the best gifts: and yet shew I unto you a more excellent way.

The evidence of of God's fullness is love from a pure heart.
